Drilling of New Boreholes, Supply and Installation of Hand Pumps, Provision of Spares and Accessories and Training of Hand Pump Technicians/Artisans
IFB No: (PWP/WC/BHD/01)
1.This Invitation for Bids follows the General Procurement Notice for this Project that appeared in United Nations Development Business, of May 25, 2006.
2.The Republic of Sierra Leone has received a credit from the International Development Association toward the cost of Power and Water Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Drilling of New Boreholes, Supply and Installation of Hand Pumps, Provision of Spares and Accessories and Training of Hand Pump Technicians/Artisans IFB No: (PWP/WC/BHD/01).
3.The Sierra Leone Water Company (SALWACO) now invites sealed bids from eligible and qualified bidders for the Works which consist of but are not limited to:
Mobilization and demobilization to and from the drilling sites in Bo, Bombali, Kenema and Tonkolili Districts;
Preparation of access roads and drill sites;
Drilling and construction of boreholes;
Well development;
Execution of pumping tests;
Groundwater sampling and analysis;
Construction of well heads and superstructure;
Supply and installation of hand pumps on the successful wells; and training of pump technicians.
The delivery/construction period is Fifteen Months.
4.Bidding will be conducted through the International Competitive Bidding(ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

6.Qualifications requirements include: Contractor should have completed all contracts within the last five(5) years prior to the deadline for submission of application based on information on fully settled disputes or litigation, if any. A fully settled disputer or litigation is one that has been resolved in accordance wit the Dispute Resolution Mechanism under the respective contract and where all appeal instances available to the applicant have been exhausted.
All pending litigation shall in total not represent more than 20%. (Twenty Percent) of the Applicant’s net worth and shall be treated as resolved against the Applicant.
Submission of audited balance sheets or if not required by the law of the Applicant’s country, other financial statements acceptable to the Employer, for the last 5 years to demonstrate:
(a)The current soundness of the applicant’s financial position and its prospective long term profitability, and
(b)Capacity to have a cash flow amount of at least US$ 1.0m equivalent
(c)Minimum average annual construction turnover of US$1m calculated as total certified payments received from contracts in progress or completed, within the last 5(five) years Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last 8 years prior to the application submission deadline, and with activity in at least nine (9) months in each year.
(d)Participation as contractor, management contractor or subcontractor, in at least(3) contracts within the last(5)years, each with a value of at least US$0.5m, that have been successfully and substantially shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VII, Specification and Performance Requirement.
(e)For the above or other contracts executed during the period as above, a minimum construction experience in the following key activities:
1)Borehole Drilling
2)Installation of Well Equipment including Hand Pumps
3)Conduct of Pumping Tests
4)Execution of Civil Works
A margin of preference for eligible national contractors joint shall be applied.
7.A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Four Hundred and Fifty Thousand Leones (SLL450,000.00) or One Hundred and Fifty United States Dollars(US$150.00) for Bidders within Sierra Leone. Bidders wanting documents posted to them must pay an additional Two Hundred United States Dollars(US$200.00) for transmission by bidder’s preferred courier service. The method of payment will be by cash, cashier’s cheque, or bank draft to:

8.Bids must be delivered to the address stated in Paragraph 5 above at or before May 28, 2007 at 1:00pm. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address in paragraph 5 above at May 28, 2007 at 1:00pm.
9.All bids shall be accompanied by a “Bid Security” of at least 2% of bid price.
