1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, date 4th June 2004.
2. The Government of the Republic of Sierra Leone has received a grant from the International Development Association towards the cost of Institutional Reform and Capacity Building Project, and it intends to apply part of the proceeds of this Grant to payments under the contract for IFB NO IRCBP/ICB/06/001. Bidding will be governed by the World Bank eligibility rules and procedures.
3. The Ministry of Finance now invites sealed bids from eligible bidders for the Supply, Installation and Commissioning of an Uninterruptible Power System.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 edition, and is open to all bidders from eligible Countries as defined. In the Guidelines.
5. Interested eligible bidders may obtain further information from the Project Coordination Unit and inspect the bidding document at the address given in paragraph 7 below from 8:00 a.m. to 5:00 p.m. local time from 12th June 2006
6. A complete set of bidding documents in English may be purchased by interested bidders on submission of written application to address below and upon payment of non- refundable fee of one hundred united state dollars (US$ 100) for foreign firms or two hundred united state Dollars ( US$200.00) for purchasing and sending the bidding document to a foreign firm via DHL courier service; or three hundred thousand sierra Leonean Leone ( SL L |
300,000.00) for suppliers within Sierra Leone.
The method of payment will be by cash, cashier’s cheque, or bank draft to institutional reform and capacity building project. Supplier whose cheques are found to be dubs shall have their bids rejected. The document will be obtained personally or sent by courier services. Electronic versions of the bidding document will be obtained personally or sent by printed versions (hard copies). Electronic copies of the document will be given to suppliers who have purchased hard copies and them only upon requested. The electronic copy given to suppliers will be a protected, uneditable Microsoft word version of the document.
7. Bidding must be delivered to the address below at or before 9:30. A.m. GMT on Thursday 3rd August 2006. all bids must be accompanied by a bid security amounting to at least 2% of the bidder’s bid price total. The bid security will be in the form of a Bank Guarantee.
Bid bonds from insurance firm are not acceptable. Late bids will be rejected. Bids will be opened on the presence of the bidders’ representatives who chose to attend at the Conference Room at the Location indicated below at 9:30a.m. GMT on Thursday 3rd August 2006. location for purchase of bids documents and submission of bids:
