The Government of sierra Leone has received a credit from the International Development Association in the amount of US$35.26M equivalent towards the cost of the Power and Water Project, and it intends to apply the proceeds of this credit to payments for goods, works and related services and consulting services to be procured under the project.
This project win include the following components:
Component A: power.
ComponentB: Rural Water Supply and Sanitation
ComponentB2: Solid Waste Management
ComponentB3: Urban Water Supply
This Notice covers only the Water Component of the Project, i.e. Components B1, B2 and B3. The total amount allocated to this component is US$15M equivalent. Procurement of contracts financed by the credit will be conducted through the procedures specified in the current edition of the world Bank’s Guidelines: procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the current edition of World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
Component B1 involves the construction of Boreholes, a Gravity Water Scheme, Hand Dug Wells and Latrines, including rehabilitation of Hand Dug Wells.
ComponentB2will include:
1. The recruitment of a Consultant to oversee the Emergency Cleaning of Freetown,
2. The setting up of an autonomous waste management company for Freetown City Council, purchase of waste collection and disposal vehicles and equipment.

Component B3 will encompass the following:
1. The provision of funds for reform consultancies in the area of Financial Management and Business Planning, including training.
2. Funding of emergency works in the Eastern parts of Freetown and Installation of meters and
3. Purchase of water related equipment and vehicles.
Specific Procurement Notice for Contractors to be bid under the World Bank’s International Competitive Bidding (ICB) procedures will be announced, as they become available, in the United Nation Development Business and local news papers.
Prequalification of Supplier and Contractors will be required for the following contracts:
1. Borehole Drilling
2. Supply of hand pump
